Don McClain Examines Why Improving Credit Conditions Still Produce Uneven Access to Capital
Fast Commercial Capital Founder & Principal Don McClain has published a new capital-markets analysis examining the Federal Reserve’s July 2026 Senior Loan Officer Opinion Survey and what the findings mean for commercial real estate sponsors, investors, and business owners.
The Federal Reserve reported easier lending standards for certain commercial real estate loans, narrower spreads on some commercial and industrial loans, and stronger financing demand from large and middle-market companies.
However, the improvement is not occurring evenly.
Construction and land-development financing remains comparatively constrained. Smaller companies have not experienced the same increase in financing demand reported by larger businesses, and commercial real estate lending standards remain toward the tighter end of their historical range.
According to Don McClain:
“More capital may be available within the financial system without becoming equally accessible to every borrower. Improving credit conditions create opportunity, but capital strategy determines who can use it.”
The analysis explains why financing availability continues to depend on:

Lender selection

Transaction structure

Financial documentation

Repayment and exit strategy

Closing and execution requirements
The report also explains why the financing proposal carrying the lowest stated interest rate may not produce the best overall outcome.
A lower-cost proposal that cannot close, provides insufficient net proceeds, or restricts the borrower’s ability to complete the business plan may ultimately be more expensive than a flexible structure with stronger execution certainty.
